I need to turn on javax.net.debug logs to troubleshoot connectivity to SOAP or REST webservices when workflow tries to invoke them.

Use this document as baseline
Restarting AR server is needed. Once AR server is restarted logs will be displayed in armonitor.log file
If you want to make sure the trust relationship is established properly before restarting AR server please use a dummy service or client such as https://communities.bmc.com/docs/DOC-129733 TestHttpClient and also KB 000373173
Once trust relationship has been verified you can proceed to make changes into AR server.
