This can happen due to the various reasons and the probable solutions are :
1. Check if proxy.plc exists and permission is 644
% ls -l /etc/patrol.d/security_policy_v3.0/proxy.plc
-rw-r--r-- 1 root root 1300 Mar 26 13:25 proxy.plc
2. If the permission is not set it to 644 then please set it as root
% su
# chmod 644 /etc/patrol.d/security_policy_v3.0/proxy.plc
3. If the file does not exists , then please copy the file as root from the below location:
# cd /var/patrol/Patrol3/security
# cp proxy.plc /etc/patrol.d/security_policy_v3.0
# chmod 644 /etc/patrol.d/security_policy_v3.0/proxy.plc
4. Then Restart PatrolAgent

Before : Wrong Permissions
-rw------- 1 root root 856 dec 5 02:26 agent.plc
-rw------- 1 root root 1856 dec 5 02:26 proxy.plc
After : Correct Permissions
-rw-r--r-- 1 root root 856 dec 5 02:26 agent.plc
-rw-r--r-- 1 root root 1856 dec 5 02:26 proxy.plc
